

Maintains documentation to disciplinary situations and ensures it complies with state mandates and is forwarded to the appropriate individuals. Serves as the only level of appeal above the Disciplinary Hearing Board. Assists in developing, maintaining, and enforcing the inmate disciplinary process to ensure all inmates receive a fair and impartial hearing for alleged misconduct. Reviews and responds to inmates' grievances. Monitors all the Disciplinary Hearings and dispositions to ensure conformity with policy and regulations. Investigates alleged misconduct, rule violations, and criminal activities, and makes recommendations to the Discipline Hearing Board. Reviews all incident reports written by jail staff. Assures that approved policies are properly distributed to both inmates and staff.

Maintains and revises the Jail's policy and procedure manual and emergency manual. Develops and implements procedures for fire evacuation, hostage situations, infectious disease, and use of force. Researches case law and statutes as they pertain to the development of policies and procedures. Identifies and implements improvements to processes, services, and procedures. Develops and implements changes and additions to policies and procedures as they pertain to State and Federal Mandates. Enforces county and department policies, procedures, rules, and contracts.Performs duties and assumes command of the jail in the absence of the Jail Administrator.

Provides direction to contracted staff, volunteers, and inmates at the jail. Conducts and monitors inspections of the jail and its equipment to meet State standards. Researches and tests new software/equipment and advises on vendor selection. Evaluates equipment needs, identifies problems, and coordinates repair. Issues security equipment and maintains inventory and supply equipment, materials, and tools. Assists in determining priorities for inmate activities, searches for contraband control, and transports. Reviews reports and activities to identify and analyze operating problems and verifies effectiveness of jail services. Establishes operating plans for the safe, secure, and legal detention of inmates. Monitors operating practices, inmate programs, and facility maintenance functions to assure compliance with State and Federal standards. Assists in the planning, organizing, and directing inmate detention, security, and reintegration program function of the County Jail. Administers the provisions of the union contract and Employee Handbook. Applies the union contract and Employee Handbook provisions. Assures and assigns appropriate staffing levels and absences.

Identifies issues of staff productivity and workplace effectiveness. Develops job descriptions, creates requisitions, reviews, and selects applications, conducts interviews, recommends candidate for hire. Participates in the hiring and promotional process for all jail staff. Conducts or coordinates internal investigations and makes recommendations on disciplinary actions. Receives complaints from staff, inmates, residents, or other agencies. Creates and manages performance improvement plans and goals. Completes, reviews, and conducts employee performance appraisals in a timely manner. Takes necessary steps to correct personnel and performance concerns. Along with the Jail Administrator, provides senior-level leadership, supervision, and direction to the jail division staff.
